This Step-By-Step Guide will show how to enable telnet client from command line on Windows 7

Click the Start Orb.

Type Programs and Features in to the Start Search textbox on the Start Menu.

On the Programs and Features window click Turn Windows features on or off.

Scroll down to Telnet Client check the box and click OK.

The installation box will display and disappear when installed.

Close the Programs and Features window.
Now from Command Prompt you can use the telnet command.
